Resumen
This policy brief is based on the case study “Portugal: leapfrogging digital transformation” (CAF, 2020) that documents the drivers for embracing digital transformation, the strategy for sustaining it, the governance model adopted to drive it, some of the major challenges faced to implement it, and some of the strategic initiatives. It also seeks to capture the return-on-investment for government of going digital, as well as lessons learnt of relevance to Latin America.
