Building a Digital Single Market Strategy for Latin America

This report aims to identify and discuss the possible scope, opportunities, and main legal and regulatory challenges associated with the launch of a Digital Single Market (DSM) strategy in Latin America.
This study is divided into two parts. In the first part, we briefly present the rationale, objectives and proposals of the EU Commission’s digital single market strategy. A brief description of the most relevant DSM-related policy and regulatory issues will be presented, from an EU perspective.
In the second part of the report we present the same topics, but from a Latin American perspective.
In particular, we discuss whether and how individual Latin American countries have been addressing the policy or regulatory issues currently discussed in the EU under the DSM strategy, and whether any regional initiative has been launched or proposed to remove certain existing legal or regulatory barriers across Latin America on such issues.
In the final part of this report we discuss the current involvement of regional and sub-regional organisations in specific debates or initiatives for each of the topics analysed. We will also summarise the main findings, and indicate the main obstacles for the creation of a flourishing digital single market in Latin America.
